So … “we the people” of Pennsylvania have been trying to get rid of it … for years. And not because it is expensive or difficult - but because it is meaningless.

The law requires you to get a PA LTCF (Pennsylvania License To Carry Firearms), and carry a small card.

PA is a “permitless” open carry, shall issue, “permitted” conceal carry state - which means:

that if you can lawfully purchase a firearm, you can “carry” it openly without first asking the state’s permission (Philadelphia (largest city) being an exception - as you need to have your LTCF to carry in any manner)
but in the rest of the state: to put on a coat, or get into a car with that same firearm - you must first ask the state for “permission” to do so
The process of getting an LTCF involves “applying” to the local sheriff's office (filling out a form) and paying $20. The sheriff’s office runs a background check (same one as used when buying a firearm). When you pass the background check - they take your picture and hand you a “card”. Renewal is every 5 years, following a repeat of the original process.

There are no additional requirements under the law other than to “carry the card with your picture on it” if you somehow decide to put on a coat or get into your car while in possession of a loaded firearm.

So far from being “expensive” or “difficult” it is rather the opposite - and (typically) meaningless in either stopping criminals or making the license holder somehow “better” when they have a coat or shirt that “conceals” their lawfully owned firearm.

It is just one more cost, inconvenience, and liability applied to the one group that is not the problem (the law abiding) - which does nothing to stop those that aren’t.
