well you could play politics , something like i will charge +/- 5 hours because i had to communicate with this 3rd party that is not really cooperating even if i work on your demand , so i will charge only 1 hour if you make sure the i don't need to communicate with that 3rd party again and get full acces in writing .

I don't think they care ultimately. It's more a matter of my time being wasted. I mean, I am getting paid, so I don't really care, but like I said, it is frustrating knowing it is something I could easily do in like five minutes.
