Well, if authorities would do their job, it should not happen. Water can be stopped.

Yeah, that is a little bit of it. I mean when the dams broke that was definitely due to neglect. They should expand the drain near our house too, but some areas are just below grade and when you get a ton of rain crap happens! :)
