The article won't say the real reason because Globes is too politically correct.
Its because the vast majority of car thefts were by Arabs from Area A of Judea and Samaria (under PA control) and the IDF crack down on terrorism there and restrictions on entry into Israel have made it much more difficult for the Arab car theives.
