For each box of beer (24 token) you stake you

• can call once the !BEER command per day
• you get the Proof of stake reward for yourself

This said here the answers

1. How many times per day can the !BEER order be sent?

as often as you staked a box of beer. F.e. If you staked 240 beer into your account, you can call 10 times the bot.

1. How many levels of rewards are there?

Unlimited- depends on how many boxes you staked.

1. If the rewards are identical from one level to another?

no, the more you staked, the more you get in staking reward per day for yourself and the more you can give free of charge per day.
your staked amount divided by 24 = the number of beer calls you can do

1. If the sender of the !BEER order is also rewarded with a tip?

No, he gets the staking reward each day. Even without doing anything - staking comes daily.
