I am pretty sure UTOPIS is already max issued so I would assume that it would come off the market and it would be funded using part of the profits from UTOPIS.

Most likely come from off market, the amount of Utopis in wallet is not being sold atm.
I have been purchasing Utopis with the chronopolis account, most likely will continue to due so.
