There have been a policy issued by the goverment to reduce the use of plastic here, but the problem is that while there are many biodegradable alternatives there, it is still more expensive that the plastic bag, so that the small merchant tend to choose the plastic one over the biodegredable. But I wish it will change in the future.

Yes that's why I wish the government should focus on targeting producers rather than consumers. Maybe they can impose more tax on production.
