It's a bit of both. With experience you learn to manage your emotional response in those situations.
There's always the temptation to react to the information you get from the people that work under you. However, as time passes, you find yourself giving more measured answers because you start to understand that the person you're speaking to doesn't see you as a person but instead a mouthpiece of the institution.
