Its funny here because its not sold legally, but I pass someone smoking it quite a few times each week, openly in the street. From memory I think its decriminalised here for possession of small amounts for personal use. But otherwise its not legal.

That sounds about how it is supposed to be here. You are supposed to just smoke it in your house, but out in your car or in a park is illegal. That doesn't keep people from doing it though. If you caught a cop on a bad day, they would likely write you up for it.
