Not my jurisdiction

Few weeks ago a water tap in my school had been leaking for weeks and nobody said anything. At a point everyone were struggling to get water to wash their hands after teaching, the students complained to their class teacher and the school administrator. The teacher said, "That is not my jurisdiction; and directed them to report to the vice principal."

‎The vice principal said on his own end, complained that maintenance issues are not my jurisdiction; directed them back to the bursar.
‎The bursar directed then directed them back to the principal. Everyone kept passing responsibility, the leak continued until last week were funds was later released to fix it.
