What are those blue plastic things planted on the ground?
Easy with the black things on water, it's tadpoles, been a while since I seen them last time, cement and city is just killing them

I didn't investigate the blue plastic wraps, but they are some sort of plants that they planted and protected with blue plastic "wire"... Maybe a tree, or maybe a cane... they are still too small...
