Yes, I think that's the best way starting as an example with prohibition as the last resort. People are not always aware or remember what is it that they need to do in certain setting, so I think reminding them over and over again will lead to them eventually correcting course. I for example have this habit of keeping silent whilst eating unless it's absolutely necessary to speak, but it's just a preference on my part.
Sometimes forbidding is the easiest method, you just impose something, but is it the best decision? For something more solid in the long term, leading by example tends to work better. At least that’s how I see things
