It would be very simple to think of a perfect world and say that the correct choice 100% of the time is to make a report, but as the world we live in is not completely fair and impartial, your choices, however correct they may be, may end up bringing a negative consequence for you, even if you have nothing to do with the reported situation in question.

Imagine the following scenario, the country you live in does not have strict laws for those who commit crimes and you know that even if the person ends up being convicted, they will easily get out in a short time. In this way, would you choose to be a “Whistle Blower” in the most direct sense, making it clear that you are a defender of justice and that it was because of you that wrongful act was reported to the authorities and the reason he was arrested?

In a short time the criminal leaves, and you who made all the fuss may be in danger, he knows who you are and he also knows that it was because of you that he was arrested. Therefore, instead of being a Whistle Blower, telling everyone that it was you, a simpler way to guarantee your safety and help with the situation is a simple call letting them know what happened and letting the authorities solve the case.

In a more idealistic scenario, this fear of retaliation should not exist, because the authorities would guarantee the safety of the person who warned. But returning to the real world, guaranteeing the safety of everyone who reports a crime would be almost impossible without great management planning that optimizes overall safety.

The reason is simple, the financial cost and lack of personnel. It is known to everyone that there are different crimes happening every day, in different places, in each country around the world, assuming there was an incentive for people to report it, how would it be possible to allocate a police officer to ensure the safety of each person? There is not the necessary number for this, because there would end up being a lack of police officers to carry out general patrols.

In the real world, there is no guaranteed protection for the person who acts correctly, so a call can resolve this issue without causing risks to the individual, as long as their data is protected, because there is a risk that the person will call and their data will end up leaking. There are always positives and negatives, actions and consequences.

Another possible solution would be to automate warnings, spreading cameras to all possible places, or at least more risky places, monitoring all streets and places 24 hours a day. However, this solution also has a price, in addition to being expensive and requiring great system security to avoid failures and intrusions, there is also a whole situation regarding freedom and privacy. If such a world existed, would it be perfect or not?

Seria muito simples pensar em um mundo perfeito e dizer que a escolha correta em 100% das vezes é realizar a denúncia, mas como o mundo em que vivemos não é totalmente justo e imparcial, as suas escolhas, por mais que sejam corretas, podem acabar trazendo uma consequência negativa para você, mesmo que você não tenha nada haver com a situação reportada em questão.

Imagine a seguinte cenário, o país em que você mora não têm leis rígidas para quem comete crimes e você sabe que mesmo que a pessoa acaba sendo condenada, ela vai facilmente sair em pouco tempo. Dessa forma, você escolheria ser um “Whistle Blower” no sentido mais direto, deixando claro que você é um defensor da justiça e que foi por sua causa que aquele ato errado foi reportado para as autoridades e o motivo dele ter sido preso?

Em pouco tempo o criminoso sai, e você que fez todo alarde pode estar sob perigo, ele sabe quem você é e também sabe que foi por sua causa que ficou preso. Por isso, que em vez de ser um Whistle Blower, avisando para todos que foi você, uma forma mais simples para garantir a sua segurança e ajudar na situação é uma simples ligação avisando do ocorrido e deixando as autoridades resolverem o caso.

Em uma cenário mais idealista, esse receio de retaliação não deveria existir, porque as autoridades iam garantir a segurança da pessoa que alertou. Só que voltando ao mundo real garantir a segurança de todas as pessoas que denunciam um crime seria quase impossível sem um grande planejamento de gestão que otimizasse a segurança geral.

O motivo é simples, o custo financeiro e a falta de pessoal. É conhecido por todos que existem diversos crimes acontecendo todos os dias, em diversos lugares, em cada um dos países ao redor do mundo, supondo que houvesse um incentivo para que as pessoas fizessem denúncia, como que seria possível destinar um policial para fazer a segurança de cada pessoa? Não tem a quantidade necessária para isso, porque acabaria faltando policiais para fazer as patrulhas gerais.

Mundo Perfeito ou Não?

No mundo real, não existe de forma garantida a proteção para a pessoa que age corretamente, por isso uma ligação pode resolver essa questão sem causar riscos para o indivíduo, contando que haja a proteção dos dados dele, porque há um risco da pessoa ligar e os dados dela acabarem vazando. Sempre há pontos positivos e negativos, ações e consequências.

Uma outra possível solução seria automatizar os avisos, espalhando câmeras por todos os lugares possíveis, ou pelo menos locais de mais risco, monitorando 24 hrs por dias todas as ruas e lugares. Só que essa solução também tem um preço, além de ser cara e necessária uma grande segurança do sistema para evitar falhas e invasões, tem também toda situação com relação à liberdade e privacidade. Se um mundo assim existisse ele seria perfeito ou não?
