We don't have a whitelist, but our curators have been around for a long time too. Both lauramica as roadstories speak Spanish and know the community. We know the users that have a built up a reputation on Hive like yourself. So you don't have to be afraid to get on a blacklist yourself.
The problem is more about the newer accounts. We don't know who they are and don't know their native language and intentions.
