The thing is, this is where health insurance comes in. In a functioning country, a hospital will gladly treat a patient since they know, the government will gladly cover 50% of the bills based on insurance and all that is left is half of it.
This is how it was meant to be, so that no one will be denied treatment. We can't really blame health workers for this, they need payment to keep the hospital running.

Yes, you're right they need the money to keep the hospitals moving but what about the doctors should also consider about the human lives.
