I agree that kids should be held accountable, but I still think there has to be room for guidance and rehabilitation. I’ve noticed street kids around here who used to steal groceries from customers, yet all of them have learned what they can and can’t eat and even ask for things like a beef patty now (beef is not allowed in hindu religion). Small thing, but it made me think there’s still hope to teach and redirect them, no matter how bad their home situation may be.

That's correct, rehabilitation is the essential focus of juvenile detention in the first place, kids are still in the development and learning phrase and just like the kids on the street over there, who does things that are as against the community religious beliefs, with proper guidance, and rehabilitation that can be shape to become a better version of themselves.
