I also understand the point that health personnel need money for themselves and families, as they are people too with needs. And the policies as well by most hospitals the tend to leave doctors handicapped but only to follow this unpalatable instructions. Only a few do otherwise and give the treatment first which is really commendable.

I agree with that there should some level of remuneration fr the government on this to help people get treatments and avoid this issue. In all, I'll say that hospitals should be humans, put human life first, and find a way to handle this issue rather than refusing treatment, leading to the loss of some lives.
