With the growing pollution and increasing waste it has become our responsibility to play our part in reducing it.
By throwing away our waste, they get the opportunity to take out those items that can be recycled and make their money.
This kind of recycling has higher chance of contamination, so while it become a source of earning for people, such recycled material has potential harm in it.
However, as you mentioned, disposing off the material at apt places reduces the chance of contamination.

Of course. I try not to just throw dirt away anywhere but when they are where they need to be, these people know places they can go to search for it. And yes, most times they end up making a mess just by looking for what they want and that’s the problem I have with them.
I can’t really do anything about it but in my own little way, I avoid throwing dirt inappropriately but my country is still yet to find a better solution to recycling so I’m still wanting in some areas.

And that's what we ate accountable for. Our own actions. Others actions are often beyond our control. However, it shouldn't be something that stops us from adding our contribution.
