For example, how can it be included in the code that people don't comment “nice photo”? Or to stay away from plagiarism?

The "nice photo" comment, is a comment... For some, that's maybe the only thing they know to write in English...
But, for the other part, regarding plagiarism and similar things, we could create tools for doing "community moderation." For example, if X people "flag" a post as plagiarism, it removes rewards or something similar...
