I'm pretty sure it is the same in every part of the world. A lazy person will likely be condemned by their immediate family or society for not using their time for something valuable.
Sometimes, the fact that there are no jobs available should not be an excuse for staying idle even though it may not be easy. There is always something out there to engage oneself with. Lack of job will not be a tenable excuse when a thief is caught.

There is rarely any job and there is surely no chance of getting any job for anyone who doesn't make effort to go job hunting. When someone sits back at home from daybreak to nightfall, someone like that surely deserves all sort of criticism that comes his way.
This goes without saying that the first step to escaping unemployment is to hunt for employment opportunities.
