Let me answer in a thirp-person-perspective:

I heard there is something special behind the bush... I could imagine Paul is only waiting a little that non-believers or non-supporters begin to drop. Then they regret it because they see why they made a mistake and next time they know/act like "Okay, let's don't repeat this. Let's keep whatever, because Paul is thinking about us". Because when I recapture how Paul made it in the past, it looks like he did not do this like this for the first time... "Reward the people which are standing by the side of CCCEO"... I am pretty sure that coughHSBIcough something will come up. At least there are some rumors...

I think the tokens are under valued.
