I suspect that the first time they were illegally building there, then the government closes due to permit issues.. There are so many empty buildings here where you see instantly it's due to illegal building and then shut down.
My best guess is that it's something like that, new owner bought the thing, and repeat. There were many flaws with that building anyway, such as having all these storage spaces but nobody knew who had keys, who owned them etc.. In the end it usually seems to come down to permits.
In this building, it's all arranged much better. I'm grateful for having a big pool downstairs even though it's WAY too windy the past 24 hours so we'll wait another day before we dip in it again.
