Yes, I started with legendary cards, because those gave me the most trouble to complete on the last set (and in the end didn't, I still had 2 that weren't maxed).

I didn't even think about it this way. I think what I mostly do is try to max out my usable and useful cards before going for luxury cards. The Legendaries are currently luxury for me.
