EU Plastic Deposit System: Austria now has more than 200,000 people retrieving plastic bottles that others have already thrown away in garbage and recycling bins. What a waste of human resources.

Österreich hat vor einem Jahr aufgrund einer EU-Regulierung ein Pfandsystem für Plastikflaschen und Aludosen eingeführt, ähnlich wie in Deutschland.

Konsequenz ist, dass die Sammelquote von Plastikflaschen um ein paar Prozentpunkte gestiegen ist, obwohl diese bereits davor sehr hoch war. Außerhalb von Großstädten knapp 90%, in Wien darunter.

Laut aktuellen Schätzungen gibt es jetzt in Österreich über 200 Tausend Plastik-Flaschen-Sammler, das sind Menschen, die in Mülltonnen und Plastik-Containern herumwühlen, um weggeworfene Pfandflaschen herauszufischen und sich damit ein paar Cent dazuzuverdienen.

Auf frequentierten Plätzen in Wien vergehen keine 5 Minuten, ohne dass ein Flaschen-Sammler einen öffentlichen Mitkübel öffnet und dort nach weggeworfenen Plastikflaschen sucht. Das geht sogar so weit, dass selbst Plastikcontainer regelmäßig nach Pfandflaschen durchwühlt werden.

Was für eine Verschwendung von humanen Ressourcen mit zweifelhaftem Nutzen für die Umwelt.

Ressourcen aus dem Müll sollten meiner Meinung nach möglichst automatisiert gefiltert werden, ohne hunderttausende Plastik-Sammler zu generieren. Und dann kommt auch noch der Mehraufwand in den Supermärkten hinzu, wo es eigene Mitarbeiter gibt, die sich jetzt um den Plastikmüll kümmern müssen, der vorher in den meisten Fällen ohnehin bereits in den gelben Tonnen gesammelt wurde. Oft kommt es jetzt auch zu Wartezeiten vor den Pfand-Rückgabeautomaten, wenn diese überhaupt vorhanden sind und funktionieren.

Denke, dass der gesellschaftliche Mehraufwand des derzeitigen Pfandsystems in keiner Relation zum Nutzen steht. Um die Sammelquote von einem hohen Niveau um ein paar Prozent anzuheben, entsteht ein enormer, exponentieller Mehraufwand, ohne nachvollziehbaren Nutzen. Zumal sich Plastik auch nicht so gut recyclen lässt.

Besser wäre eine Lösung, die Plastikflaschen und Aludosen überhaupt vermeidet. Zum Beispiel wiederbefüllbare Flaschen aus Glas oder Edelstahl.

Abgabe von Getränken in eigenen Flaschen, die von den Kunden mitgebracht werden etc. Incentive, wenn Kunden eigene Becher statt To-Go-Becher verwenden.

Längerfristig sollte der Restmüll automatisiert nach Ressourcen durchsucht werden. Dann könnte man sich den ganzen Aufwand mit den Plastikflaschen sparen.

Was sagt ihr dazu? Denkt, ihr dass das jetzige Pfandsystem etwas bringt oder nur unnötigen Aufwand ohne echten Nutzen produziert?

A year ago, Austria introduced a deposit system for plastic bottles and aluminum cans in accordance with an EU regulation, similar to the one in Germany.

As a result, the collection rate for plastic bottles has risen by a few percentage points, even though it was already very high before. Outside major cities, it was already about 90%, in Vienna however lower.

According to current estimates, Austria with a population of 9 million people now has over 200,000 plastic bottle collectors—people who rummage through trash cans and plastic recycling bins to fish out discarded returnable bottles and earn a few cents on the side.

In busy areas of Vienna, not five minutes go by without a bottle collector opening a public trash bin to search for discarded plastic bottles. It has even reached the point where plastic recycling bins are regularly rummaged through for returnable bottles.

What a waste of human resources, with dubious benefits for the environment.

In my opinion, resources from the trash should be filtered out as automatically as possible, without creating hundreds of thousands of plastic collectors. And then there’s the added burden on supermarkets, where dedicated staff now have to deal with plastic waste that, in most cases, was already being collected in the yellow bins in the first place. There are now often wait times in front of the deposit return machines, if they’re even available and working at all.

I think the additional societal burden of the current deposit system is out of proportion to the benefits. To raise the collection rate by a few percentage points from an already high level, there’s an enormous, exponential increase in effort necessary, with no discernible benefit. Especially since plastic isn’t that easy to recycle anyway.

A better solution would be one that avoids plastic bottles and aluminum cans altogether. For example, refillable bottles made of glass or stainless steel.

Serving drinks in customers’ own bottles, which they bring with them. Incentives for customers who use their own cups instead of to-go cups.

In the long term, residual waste should be automatically sorted for recyclable materials. Then we could save ourselves all the hassle with plastic bottles.
