probably because they have the bigger area to cover then the Netherlands :)
i don't think those numbers are acurate but when i tried speedt4st just now it showed ...
could be one reason why it ain't that accurate
just tried another test ...
that is with multiple servers running on the connection :) 1Gbps up and down :)

Speedtest use the median for calculating the ranking, individual speeds may vary, especially if you have a fiber server grade connection.
