Also, scammers would just use a different exchange.

Does that mean you've already tried or didn't try at all because you think they won't do anything anyway?
Of course, they can also use other exchanges, but that might be much more difficult and then you could also try to have them blocked there.
I think that's much, much more important than worrying about lotteries, which in my opinion are an added value for the blockchain and not something harmful.
