The Tax Refund will disappear as soon as I pay the debt to get citizens right? So It's like a buy and #hodl for Tax Refund and t also applies once (max50 and does, not stackable)?

Dang, I just bought them and paid off their debt.
Didnt even think about keeping them.
hahaha yeah... dept is good vs taxes in most western tax systems, but that should mean, you as a city manager will get fewer taxes if your citizens have dept. To assume the other way around is kind of a mental stretch.
