Actually, we have transaction fees: The ressource credit system (RC).
You need to spend RC to transact. RCs recharge after a while. But without HP you have no RC and can not transact at all.

That's true. In the first place I didn't actually think about this, but after seeing other comment, I realized we actually transact using resources credit and having staked Hive mostly makes us ignorant of it.
