Rising to make wealth is a great idea.
What do we do in cases where the government tries to make sure those things are being hindered even when citizen come up with the idea of fixing it.

A road that is to be constructed single handed by a citizen was been stopped because it will hinder some sorts of looting, if the road are fixed then there won't be any project to capitalize on as they syphon the country's money.
