It is always nice to have someone remember our birthdays, that's for sure. And even a plus if someone goes ahead to plan a surprise.
But you are right, a lot of people do not like celebrating their birthdays because they are greatly reminded their time is near.
And they probably haven't achieved much. So they are inwardly disappointed.
