From what I understand, it's been a while since I looked at the code, but if a specific operation (i.e. custom json) is used by everyone, it's cost goes up.
So if there is a flood of comments, comments will get more expensive. This is global, not on an individual user. I have suggested for a while this change as RC are largely useless. They only hinder legitimate users as it is so easy to bypass and spam with very little HP.
As for your previous question, each game is different so it is really hard to generalize. In most cases, a game can manage RC for their users if it is popular enough and holds HP. It doesn't take a lot of HP to satisfy hundreds or even thousands of users rc demands.
Thanks for taking the time to answer these questions. This sheds a light on something that has been a mystery for me.
If I can ask a couple of final follow up questions: What would you propose to fix the useless RC problem? Would a general increase in the cost of each operation make the network more resilient to spam?
