Personally I think electric bicycles go way too fast. Here in The Netherlands we have electric bicycles, but also speed pedelacs that can go upto 45 kilometers an hour.
In my opinion the difference between slow and fast cyclists is just too big. I'm riding a race bike and go between 25 and 30 kilometer an hour and even that is sometimes too fast on some routes.

Another point is the alertness of the cyclist. I see a lot of kids and older people riding fast electric bicycles. A lot of kids (especially teens) often don't have a lot of attention when they participate in traffic. When they cycle at higher speeds makes it more dangerous. The other group; elderly people often have a lower reaction speed than younger people and they aren't used to cycle at higher speeds.
There has been a huge increase of accidents (frequently even lethal accidents) with electric bicycles and in the largest percentage of them elderly people are involved.
I think it would be a good thing when there is a maximum speed of 25 kilometer an hour a wearing a helmet would be mandatory.
I also always wear a helmet on my road bike by the way.

It's always possible to cycle an ebike at lower speeds, some ebikes also allow parents to lower the speed limit. I think it is the responsibility of each rider to choose a speed they are capable of riding safely.
