Downvoting is something that can be easily abused, but a necessary evil for Hive. It's tough to know what is the best choice, but I think Hive is doing quite well in that regards if we don't talk about the DHF

Voting in general is easily abused. We see it with down-voting and up-voting. I would even say that up-voting is more abused, but I agree, down-voting also gets emotional.
